Currently, Brazil's Social Security System works in way that active workforce pays for the pensions given to those that are no longer active in the workforce. There are talks of changing that to a capitalization system that is similar to an individual savings account, in which each active worker would only be responsible for contributions that finance his own pensions in the future, when he retires. For this question to e resolved as "Yes", a Constitutional Amendment Project must be approved by Congress before June 30, 2019, making changes to articles 7 or 201 of Brazil's Federal Constitution that establishes the so-called capitalization system for public or private sector workers.
