Will Brazil's Congress restrict the president's choice to a triple list when it comes to naming the country's Attorney General?

Market Rules

Currently, when the President of Brazil needs to name a new Attorney General, the National Association of Public Prosecutors (ANPR) makes a list containing the 3 most voted candidates by public prosecutors for the job, and sends that list to the president as a suggestion that the new Attorney General should be one of those individuals. The president, however, is not obliged to follow the list, and has the authority to choose a different person for the position.

In May of 2020, however, 535 members of the Federal Public Prosecutor's Office signed a manifesto asking Congress to present and approve a Constitutional Amendment Project (PEC) that makes it mandatory that the president's choice for Attorney General is one of the names in that a triple list.

If by December 31, 2020, Brazil's Congress passes a Constitutional Amendment Project - both in the House and in the Senate - making it mandatory for the president to pick one of the names from the list that was previously prepared by the National Association of Public Prosecutors as his choice for Attorney General, this market will be resolved as “Yes”.
