How many times will Bolsonaro change ministers in his first term?

According to the Observatory of Social and Political Elites of Brazil, former president Dilma Roussef holds the record for the highest number of ministers who have been removed from office during the first 18 months of government. Jair Bolsonaro (the current president of Brazil) comes in second, with 12 changes in the same amount of time.

As of July 1st, 2020, Bolsonaro's cabinet was composed of 23 cabinet members with the so-called "ministerial status": 17 ministers, 2 special secretaries, and 4 heads of organizations with ministerial status. If any of those individuals (as well as the individuals who are eventually named to permanently replace them) leaves his/her current office, such event will be counted as 1 change of minister. The alternative containing the final number of changes of ministers that take place during the full length of Jair Bolsonaro's 1st term as president of Brazil will be considered the winning outcome of this forecast.

For the sake of this market, a cabinet member with ministerial status must be permanently removed from his/her position (be it by resignation, dismissal, or any other means, including the case in which a Ministry is closed or merged with a different one in such a way that the former minister is no longer the head of the newly-formed Ministry) for such change to be accounted for.

Please note that the removal of interin ministers/secretaries - will not be taken into account for the sake of this question. Cases in which an individual is appointed to become a minister but does not get to be formally sworn into office will not be accounted for either.
