Will Puerto Rico become a US state by August of 2021?

Puerto Rico will go through its sixth status referendum on November 3rd, 2020, in which voters will decide if Puerto Rico should be admitted into the United States as a state. Puerto Rico currently detains Commonwealth status, which is an unincorporated territory under conditions that differ from the conditions of the states of the Union.
If approved t in the referendum, Puerto Rico's statehood would also require a majority in both chambers of Congress and the president’s signature.
If Puerto Rico obtains statehood status by the August 1st, 2021, this market will be resolved as "Yes".
