Will Brazil adopt Daylight Saving Time again in 2021?

Given the low reservoir levels, reduced rainfall, and fears that energy crises such as the one that hit the state of Amapá in November 2020, Brazil's federal government announced an increase in tariffs on energy bills and established the red flag 2 for December 2020. According to the government, those measures were intended to encourage consumers to reduce their energy consumption.
Reducing energy consumption from hydroelectric plants, while avoiding the overload of the national electrical system in peak hours were also among the goals of the so-called Daylight Saving Time regime, which had been adopted for years in Brazil before being revoked in the first year of the Bolsonaro administration.
If the Brazilian federal government determines that Daylight Saving Time should be adopted in any portion of the Brazilian territory in 2021, this market will be resolved as "Yes", regardless of the number of states in which it is adopted, as long as at least one state does so.
