Bolsonaro declared his intention during the campaign to reduce the racial component of affirmative actions in federal universities and public offices. Since such policies are regulated by a federal law, however, he can only do so with congressional approval. For this question to be resolved as "Yes", both the House and the Senate must approve changes to the federal law 12.711 by the end of 2019.
