Brazil's federal government is considering merging the National Council for Scientific and Technological Development (CNPq) with the Coordination for the Betterment of High Level Personnel (Capes), possibly replacing both by a new agency, which would work under the Education Department, as a foundation.
In Brazil, Provisional Measures are as good as law for a defined period of time, until Congreess decides to reject or approve them permanently.
If by the end of 2020, a Provisional Measure to merge the agencies is submitted to Congress, this question will be solved as "Yes", regardless of whether the measure gets approved, rejected or edited later on by Congress.
