Will there be any panel exchange between Brazil's Supreme Court justices in 2020?

When one of the justices in Brazil's Supreme Court opts for moving from one of the institution's Panel to the other, such decision can change the balance of forces in the Court, and affect important future judgments. According to the Supreme Court's Rules of Procedure, when there is a vancancy, the most senior minister of one Panel has the right to fill up the vacancy in the other Panel, if he wishes.
With the retirement of justice Celso de Mello, justice Marco Aurélio - the oldest in the First Panel - would be allowed choose to switching collegiate. If Marco Aurélio does not make such change, the second oldest is Toffoli - who, according to some sources, might be willing to move to the Second Panel.
If by the end of the 2020 judiciary year any justice of the Second Panel of Brazil's Supreme Court chooses to fill the vacancy that will be opened in the First Panel following the retirement of justice Celso de Mello, this market will be resolved as "Yes".
