Will the District of Columbia become a US state by the end of 2021?

The US House of Representatives has recently passed a statehood bill for the District of Columbia, which could become the 51st state of the United States. The bill restricts to a smaller area the portion of the current territory that would remain a district (mostly where the federal government conducts official business) and separates the remaining of its current area in a potential new state.
Nonetheless, even the statehood of this portion of DC's current territory ultimately depends on repealing the 23rd Amendment of the US Constitution, which would require approval and ratification of at least 38 states.
If at least part of the current territory of the District of Columbia obtains statehood status by December 31st, 2021, this market will be resolved as "Yes".
If, instead of gaining statehood as a new state, part of the current territory of DC is attached by one of the existing 50 states - the kind of event known as retrocession - this market will still be resolved as "No"
