Will the Brazilian Congress approve any bill allowing the arrest after conviction by an appellate court in 2020?

Market Rules

In October, 2019, the Supreme Court of Brazil ruled that it is unconstitutional to imprison defendants who were convicted by an appellate court while they are still appealing to higher courts, except in a few specific case scenarios. Since then, several proposals have been brought forward in Congress - trying to change the law or the Constitution - in order to make such imprisonmnet legal.

One of the controversies surrounding the debates concerns whether or not such a change can be made via a new bill or if it requires a Constitutional Ammendment.

If a bill changing the law to allow imprisonment of convicted defendants after being convicted by an appellate court - in more circumstances that what was allowed in november of 2019 - is approved by both the Brazilian Senate and the Brazilian House of Representatives, and sancioned by the President by December 31, 2020, this market will be resolved as "Yes"
