Will the US offer at least $20 billion to protect the Amazon rainforest by the end of 2022?

In the presidential debate of September of 2020, President Joe Biden said that his administration would consider mobilizing 20 billion dollars with the international community to be directed to the preservation of the Amazon Rainforest.
Biden’s statement was supported by the climate lobby group Climate Principals, formed by former cabinet officials and environmental politics negotiators of the US. In a document of 2021, the group recommends to the White House the structural funding for the Amazon policies, among other measures.
If by December 31st, 2022, the US government - either exclusively, in a joint effort with the private sector or with other countries’ governments - formally offers local South American countries at least 20 billion dollars for investments in the Amazon Rainforest, this market will be resolved as “Yes”.
This condition to be fulfilled only if the funds are directed either to local governments or private enterprises located in South American countries whose territory contains part of the Amazon Rainforest, excluding non-governmental organizations.
