Will a bill to regulate lobbying in Brazil pass in Congress by the end of 2023?

On December 9, 2021, the Brazilian federal government delivered to the country's national Congress a bill to regulate lobby activities nationwide. The bill imposes the public recording of audiences between individuals who represent private entities and the public administration, among other measures that aim to increase the transparency of this activity. Similar initiatives to regulate Lobbying have been unsuccessfully debated in Congress, in the form of other bills, for at least 30 years.
If the bill that was sent by Brazil's federal government to Congress to regulate lobbying in the country on December 9, 2021, is approved by December 22, 2023, this market will resolve to “Yes”, even if the bill is altered or combined with fragments of other bills on the matter.
