Will the US Senate change the cloture vote terms for the filibuster by the end of 2023?

The situation known as a "filibuster" - when a Senator speaks for an indefinite amount of time to prevent a measure from being voted before its deadline expires - has become progressively more common in the US Senate in recent years. The cloture vote rule is a motion to end debate within a specified amount of time - hence forcing the Senator to stop speaking -, and currently requires 60 votes to pass. Failing to gather 60 votes on the cloture may lead to a filibuster. This rule has been the center of much debate in the US recently.
In 2013, Democratic senators managed to change the Senate rules so that Executive nominations are not affected by the filibuster if a simple majority of the Senate wants to end the debate. Nonetheless, further restrictions to the filibuster could be achieved by changing the rules of the cloture vote.
If the cloture vote terms are changed in US Senate at any point between January 1st and December 31st, 2023, this market will resolve to “Yes”.
