Will NASA successfully launch the James Webb Space Telescope by the end of 2021?

The James Webb Space Telescope (JWST) will, according to NASA, be "the largest, most powerful, and complex space telescope ever built and launched into space, [and] will fundamentally alter our understanding of the universe". The telescope was designed to be a very sensitive orbiting infrared observatory that will complement the observations from The Hubble. NASA has invested billions of dollars in this endeavor, with which it hopes to have a look into the formation of galaxies, planetary systems, and stars, from today and the past. The JWST had its launch delayed a few times and is expected to launch no sooner than October 31st, 2021.
If the JWST manages to successfully launch the JWST by December 31st, 2021, this market will be resolved as "Yes".
