Will China and Russia sign a memorandum to build the International Lunar Research Station by the end of 2021?

Russia and China are planning to develop an International Lunar Research Station (ILRS) together. The lunar research station would aim to establish a long-term robotic presence on the Moon, in addition to creating means for sustainable human presence.
In early 2021, the Russian space agency (Roscosmos) said the country was preparing to sign a memorandum of understanding with China. Although there is still no set date to sign the document, there is a possibility that the official announcement of the plans for creating the ILRS coincides with the Global Space Exploration Conference, which will be held in Saint Petersburg in June.
If a memorandum between China and Russia to build a research station on the moon is signed at any point by the end of 2021, this market will be resolved as "Aes".
