Will Iran become a permanent member of the Shanghai Cooperation Organization by the end of 2021?

In August 2021, Iranian Secretary of National Security Ali Shamkhani tweeted that the political obstacles to Iran’s membership in the Shanghai Cooperation Organization (SCO) had been removed, so the move can now be finalized. Iran is already an observer member of the SCO and has failed to be admitted twice in the past. Nonetheless, now it has not only Russia’s support but also a closer relationship with China.
If Iran’s permanent membership in the SCO is announced at any point during SCO's upcoming meeting in September (or at any time by 23:59, December 31, 2021), this market will be resolved as “Yes”.
