Will the CFTC regulate cryptocurrency spot markets by the end of 2023?

The draft bill for the Lummis-Gillibrand Responsible Financial Innovation Act was introduced to the US Senate in June 2022 and disposes, among other things, that the Commodities Futures Trade Commission (CFTC) starts exercising jurisdiction over retail digital asset transactions.
If the CFTC begins to regulate digital assets transactions that involve all cryptocurrencies in the US by December 31st, 2023, this market will resolve to “Yes”.
The approval of a rule on this theme will be sufficient to resolve this market as “Yes”, even if the practical deployment of the measure has not yet come into effect by the end of 2023.
