Will Brazil's Congress pass a bill to regulate lobbying in 2025?

On December 9, 2021, the Brazilian federal government delivered to the country's national Congress a bill to regulate lobby activities nationwide. The bill imposes the public recording of audiences between individuals who represent private entities and the public administration, among other measures that aim to increase the transparency of this activity. Similar initiatives to regulate Lobbying have been unsuccessfully debated in Congress, in the form of different bills, for at least 30 years.
If the bill that Brazil's federal government sent to Congress to regulate lobbying in the country on December 9, 2021, is approved by the beginning of the Legislative branch's December 2025 recess period, this market will resolve to “Yes”, even if the bill is altered or combined with fragments of other bills on the matter.
If the bill is significantly modified from its original form but still regulates lobbying, this will still be considered sufficient for a 'Yes' resolution.
