Will the development of hybrid embryos of humans and animals be allowed in any country (besides Japan) by the end of 2020?

In projects that involve the development of hybrid embryos, researchers normally attempt to grow human stem cells in animal embryos, and then transplant such embryos into surrogate animals. If the technique is successful and the embryo is viable, that could lead to the development of complete human organs that could then be used in transplants.
Research on the cultivation of human cells in animal embryos has been carried out in several countries, but most ot them do not allow the development of the embryos until birth, with the exeception of Japan, which became the first country to allow the development of hybrid embryos all the way until birth in 2019.
If by the end of 2020, any country other than Japan gives formal authorization for the development of hybrid embryos - that is, with combined genetic material from humans and other animals - until birth, this question will be resolved as "Yes".
