Will Turkey and the EU update the migration deal by March 26th?

A huge flow of migrants began heading towards Europe through Turkey’s borders with Greece and Bulgaria on February 28th, 2020. The Turkish regime has declared it is not able to hold refugees since the killing of Turkish troops in Idlib, Syria.
This movement is a break in the EU-Turkey migration deal of 2016, shaped as a mutual response to the refugee crisis.
Turkish Foreign Minister Mevlut Cavusoglu has voiced his hopes of reaching a new migration agreement with the European Union by March 26th, date of a scheduled meeting of the European Council.
If Turkey and the European Union manage to update their migration deal by the end of March, 2020, this question will be resolved as "Yes".
