Will any infrastruture bill of at least 600 billion USD be enacted in Congress through reconciliation by the end of June?
Market Rules
The Biden Infrastructure Plan (American Jobs Plan) proposes 2.3 trillion USD in investments for the modernization and reform of national infrastructure projects. However, the success of the plan depends on negotiations with Republican legislators, who propose a remarkably lower value for the bill: 568 billion USD.
The minimum number of votes needed by Democrats to overcome objections to the project (such as the “filibuster”) and pass legislation in the Senate is 60 votes. An alternative for passing the infrastructure package without gathering 60 votes would be to enact it via “reconciliation”, a possibility restricted to budget matters, which requires a simple majority to pass.
If a plan proposing at least 600 billion US dollars (USD) in infrastructure investments passes in the US Congress by the end of June 2021 via “reconciliation”, this market will be resolved as “Yes”.
