Will the US Congress approve a plan for clean energy in Biden's 1st term?

During the 2020 US presidential elections, the majority of Democrats alleged to have a plan to create a "net-zero emission society by 2050", by putting into practice a plan for 100% clean energy. To have this plan come true, however, they would need to approve it in Congress once they take office.
If the Congress if the United States approves a "Plan for clean energy" during Joe Biden's first term, this market will be resolved as "Yes".
Note from the editor: When this market was first opened (February 2020), the US elections of 2020 were still in progress and, at that time, the market's title included a condition: "If a Democratic candidate wins the US presidential election in 2020, will a plan for clean energy be approved in his/her 1st term?". After Biden was elected that condition was met, and Futuur adjusted the title to "Will the US Congress approve a plan for clean energy in Biden's 1st term?".
